Human Resources Officer at Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH – Amman

Job Description

The “HR Division in the GIZ Country office” in Jordan is seeking for a “Human Resources officer” – on a full-time base employment
The position holder is responsible for:

  • Recruitment of local staff (National Personnel) processes
  • Conditions of employment and HR Support
  • HR instruments and procedures
  • Identifying training needs and prepare trainings for staff
  • Organization of HR events, meetings and trainings
  • Representing GIZ interests and always acts on behalf of GIZ
  • Strictly confidential handling of all HR issues
  • Administration and documentation of all HR processes
  • Any other related tasks assigned by the head of division

1. Recruitment
The position holder

  • builds and reports on quarterly and annual hiring plans
  • reports to the head of division the recruitment plan on monthly basis
  • assists the hiring managers to draw up the job descriptions based on GIZ Processes and Rules
  • draws up job descriptions and requirement profiles
  • prepares job announcements
  • screens resume and job applications
  • handles recruitment processes as per GIZ Processes and Regulations (identifies existing GIZ HR resources in the country and/or region, writes job advertisements and ensures publication in appropriate print and/or online media)
  • organising and moderating the selection process (e.g. interviews)
  • informing the head of division of the selection feedback and provides her with all related documents that is related to the job offer
  • trains the hiring managers on the online recruitment system once implemented
  • notification of unsuccessful applicants, documents the selection process, archives the documentation and enters the data in existing HRM systems

2. Conditions of employment and HR Support
The position holder

  • Updates the NP files and make sure that all documents related to recruitment are filed according to GIZ Processes and regulations
  • Supports the head of division on any other related tasks

3. HR instruments and procedures
The position holder

  • assists with formulating and updating a wide range of HR information materials (for new staff or for the employment manual)
  • assists in organizing training events and National Personnel Meetings

4. Organizing trainings
The position holder

  • checks the demand on the trainings from the different clusters/office
  • organize trainings on country level

5. Other duties/additional tasks
The position holder

  • Represents the interests and always acts on behalf of GIZ.
  • Conducts other relevant tasks upon the request of direct superior.
  • supports in the mediation of conflicts between staff member and superior
  • Regularly checks the changes in GIZ Processes and Regulations Tool (PuR) in relation to field of work.


Required qualifications, competences and experience
Education and qualifications:

  • BA in business administration, focus on Human Resources, university degree in law or sociology (if possible with a focus on HR management) or comparable degree

Professional experience:

  • At least 5 years’ professional experience in a comparable position (mainly recruitment) in similar development cooperation organizations
  • Knowledge of Jordanian labour and social law
  • Solid understanding of HR processes
  • Strictly confidential handling of all HR issues

Additional main competences:

  • Very good working knowledge of ITC technologies (related software, phone, , email, the internet) and computer applications (e.g. MS Office, SAP)
  • Excellent knowledge of the English and Arabic language in oral and writing, German is a plus
  • High attention to details and preciseness
  • Great team player with high communication skills
  • Conscientiousness/reliability/attentiveness
  • Dedication/commitment
