Technical Construction Advisor at Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH – Amman

Job Description

The “the Sludge Management in Za’atari (SMZ) Component within the Waste to
(positive) Energy (WtPE) programme” in Jordan is seeking for a “Technical
Construction Advisor” – on a full-time base employment.
Responsibilities
The position holder is responsible for:

  • Support the project management to review conceptual designs, feasibility studies and the tender documents with suitable software
  • Support the project management during tendering processes 
  • Report to the project manager on all project related construction works regularly 
  • Supervise the construction processes of the projects sites and ensure all correction measures are undertaken if required  
  • Regular supervision at the construction site  
  • Review and approve the construction progress at the site 
  • Prepare all necessary reports and monitoring reports
  • Ensure implementation of health and safety standards on the construction sites
  • Ensure the quality of the construction as per the approved design, planning and tender documents
  • Follow-up and coordinate  with all relevant parties related to the project`s construction 
  • Liaise with the GIZ country office construction unit to retrieve the needed approvals for construction measures
  • Advice the political partner on future construction measures as needed 

In this context, the position holder fulfils the following tasks:
Tasks
1. Technical Coordination and Monitoring

  • Conducts regular (minimum weekly) site-visits to all construction sites of the project
  • Prepares progress reports for the construction measures
  • Ensures the quality of the construction related design, planning and tender documents
  • Follows up on operation and maintenance issues at sites

2. Support tasks

  • Supports in the preparation of tendering processes 
  • Reviews and comments on technical drawings using suitable software 
  • Supports in the preparation of project presentations (PowerPoint, Posters, field visits)
  • Assists in the design development of the prototypes for construction measures
  • Supports project management with all reporting related to the project’s construction sites to the project donors
  • Supports with related procurement processes of goods or services  

3. Other duties/additional tasks

  • Represents the interests and always acts on behalf of GIZ 
  • Take over other relevant tasks upon the request of direct superior 
  • Regularly checks the changes in GIZ Orientation and Regulations Tool (O+R) in relation to field of work

Skills

Required qualifications, competences and experience
Qualifications

  • University Degree (B.Sc./M.Sc.) in civil engineering or related engineering fields

Professional experience

  • At least 7 years’ professional experience in comparable positions with focus on water and wastewater construction

Sectoral competence and experience

  • Excellent technical knowledge in design, supervision and construction of water and wastewater treatment plants and networks 
  • Proven technical knowledge of Jordanian and international construction regulations
  • Work experience working with International Federation of Consulting Engineers (FIDIC) 
  • Experience in preparation of Tender Documents 
  • Experience working with and coordinating with public sectors and international organizations 
  • Proven experience in the water and wastewater sector in Jordan 
  • Experience in working at construction sites in Jordan
  • Experience in the preparation and evaluation of international and national tenders 
  • Experience in the effective operation and maintenance of water and wastewater treatment plants 
  • Strong experience in construction site supervision and management 

Language Skills

  • Fluent (excellent knowledge) of English and Arabic, both spoken and written

Other knowledge and additional personal competences

  • Reliability and excellent time management
  • Dedication and commitment regarding environmental issues, safety and quality assurance 
  • Excellent communication and cooperation skills
  • Willingness to work in rural areas of Jordan
  • Computer Skills: Proficiency in using AutoCAD, SewerCAD, WaterCAD, Civil 3D, GIS, Microsoft Office, Microsoft project or equivalent software’s
  • Solution-oriented problem solving and negotiating skills
  • Able to deal with complex issues and conflict resolution skills
